11 June 2026: Federal Student Aid Changes Coming for 2026-27
The One Big Beautiful Bill Act (OBBBA/OB3) passed in July 2025 includes several changes that affect federal student financial aid beginning with the 2026–27 academic year. A summary of these changes organized by student category is provided here. The information referenced reflects material released during the negotiated rule-making process. Please note that final federal regulations have not yet been issued and guidance may change.
5 June 2026: C-Flags & Administrative File Reviews
Some students may have recently received a notice from the U.S. Department of Education that your eligibility for student loans may have been changed due to updated information from the National Student Loan Data System. These Loan System updates may have also triggered a review item called a “C-Flag” to appear in your Financial Aid Self-Service portal.
For those students, at this time, no action is required on your part. Reviewing student loan eligibility is a normal part of our process. While this review process for some transfer and continuing students may delay the 2026-27 awarding process, we are working to complete all reviews and provide award notices as quickly as possible.
Thank you for your patience while we work through the thousands of students whose records were updated and re-sent to us.

This federal requirement is not new but is monitored at ECU through a reporting process beginning with Spring 2024 registration.
Federal financial aid is only awarded for courses included in your program of study.
